One Tinovio record holds at most {limit} bytes, a Cloudflare Durable Object limit. This call makes a larger record, for example a long detail and a long handoff on one task.

Code `VALIDATION`, HTTP 422. A retry of the same call fails the same way.

- `{tool}` with `{}`: Then retry with a short text that names the file path.
