Code `VALIDATION`, HTTP 422. A retry of the same call fails the same way.

- `add_task_note` with `{"space":"{space_id}","task_id":"{task_id}","body":"<what they need>","mentions":["<who>"]}`: To only tell someone, add a note with mentions.
